Probably. Maybe it's "donated" and she gets kickbacks somewhere else.
I bet they 'sold' each copy for $0.01 for the publishers sake, so they can claim the entire run sold.
Then the publisher gets the money under the table to cover the cost so they do it again in the future for them, and THAT is the taxpayer money.
