The spike protein causes blood clotting and disrupts epithelial membranes (blood vessels, blood brain barrier). The clots block small capillaries while the leakiness allows stuff to go where it doesn't belong. Read any of the articles linked in this thread.

Blood clots, micro stroke are usually not full on brain bleeds, but temporary deprivations of oxygen to the brain, so small clots that temporarily block flow will cause TIA or “mini strokes”
