It'll keep happening as long as women keep getting given special treatment. Why wouldn't it happen? They're always told that they can do no wrong and such, you can't even really blame them for acting on what they've been told all their life.
If you can get the clearances (or figure out a clever way so that you don't need them) it's basically a license to print money. And no one ever wants to cut healthcare spending, so the money will be there up until the point the entire system collapses.
Snake Oil has traditionally been a big seller across multiple centuries, it just changes names and faces. If you can get enough suckers to pony up for your fake medical service/treatment, and they can spread the belief that it works, you can make a metric fuckton of money. Illegal and immoral?
