I can see the headline now, "New bill passed in House that levies extra taxes to men and pays that money directly to women is dis-proportionally unfair against women." Sounds like something the Babylon Bee would say, which means it's soon to be true.

They sued the UK government for "inequality" because the Covid bailouts for women were not "proportional to their inequality in society." - This is while being the majority of those with their jobs protected by furlough, (which they spin as a bad thing) and the majority of the employed by a whopping 0.6% (This is a big number in terms of unemployment, despite how small it appears to be.)
Women are so fragile that literally everything hurts them, so I don't think its a wrong statement it just paints them in an increasingly pathetic light they don't intend.
Raise your voice slightly and 4/5 women will burst into tears without control. That's how easily hurt they are by the vaguest of inconveniences.
As always, I think its both. The narrative is deliberate from the top, but the average woman is not smart enough to think that complexly and deeply. They rely entirely on instinct and impulsiveness.
Many of them truly do think everything in this world is hurting them more than others because it feeeeeels move painful, because only women are pathetic enough to cry and vent emotionally about minor things.
Its not a kind image, its separating the useful idiot ranks from the leadership.

I believe the "everything hurts us" narrative is deliberate, to take advantage of biological impulse.
