How is this helping at all when there is widespread transmission in most states of the Canadian confederacy and infected patients are not in quarantine?

You could have been infected recently when tested, have a negligible viral load and still test negative 72 hoirs ago but be extremely contagious now.
You can get infected while transiting after your test.
No wonder all Western countries let every remotely infectious virus get in.

Pretty much. It turns out the government explained it all in the very proposal that were being questioned in Parliament by that Hillier guy (the one who asked questions in the viral video). It's literally a place to put all the travellers stuck in quarantine so that the hotels in Toronto can have their buildings back.
By the by, Hillier was totally right to push them for clarity. The way the proposal was written was vague and left a lot open to interpretation.

Why couldn't they just administer a test in Canada after the person has arrived rather than making them wait 14 days?
