Nothing unusual about the winner of the US POTUS election being named person of the year, but why is Biden on there??
Seriously, there's never been a VP named as person of the year. It's always just the POTUS. Trump in 16, Obamer 08 & 12, W in 2k & 04, Clinton in 92/98, OG Bush in 90, etc. Not Trump/Pence, Obama/Gropey, Bill & Al, Regan/Bush.
Because Biden is only a white male, while Mrs. Affirmative Action Hire is a black woman. I actually wrote that out before reading the article, which ends with:

Didn't Time become the laughing stock years ago, when they ran a poll for Person of the Year and Julian Assange was ahead by millions of votes - then they shut down the vote and declared Mark Zuckerberg the winner?

The PotY was ruined in 2001 when they didn't name bin Laden. They totally jumped the shark when they named "You" with a little mirror in 2006.
Before that it was never treated as an award, it was meant to name the biggest newsmaker that year. That's why Hitler "won", why Stalin was named MAN of the Year twice.

Before 2001 it was very rare to see something other than a specific person named. Sure you had the occasional The Peacemakers, The Endangered Earth, The Computer, American women, etc but those were the exceptions. Last decade Zuck, Merkel & Greta were the only non-POTUS/new Pope individuals named.
Assange absolutely should have been named in 2010, not because of some popularity contest but he was by far the biggest newsmaker that year.
