Same shit that is happening with the US.
People from police states are used to getting handouts from their government. They just leave to get better hand outs in another country, is their nature.
Politicians and tyrants see this. Is a lot easier to get votes by promising free stuff than to tell people to work for it. All Modern societies will eventually drift towards communism - its a vicious circle, its human nature.
For example, newer generations Cubans will eventually drift towards liberals policies because they never experienced the devastation their parents / grandparents suffered.
