No penalty on earth will stop people from stealing, if it is their only way of getting food

And today, anybody in any develop nation can get enough food to eat themselves fat with wellfare, food banks and charities. Yet they still steal.

It's almost as if being charitable to people who are both greedy and lacking the moral character from stealing just shifts their greed up a notch.
