Liberal solution : remove the anti-corruption accountability law passed by the previous government and call them racist and colonialist.
Then throw hundreds of millions more into corruption schemes for "charities" that claim to provide education, housing and clean water to other people in other countries. Most of the cash goes to bribing politicians and their families to keep tye gravy train going.
