Policing will be her platform and she'll quickly try to convince the populace that it's been crippled with toxic white fragility from men who are trying to horde power for other white men, but as a strong independent woman she can recognize and solve those problems.
Never mind her historically terrible record; history can be re-written to accommodate her present message. As long as she can bring in those moderate female and minority voters -- anything goes.

For reference: a "horde" is a large, disorganised collection of something. A horde of barbarians, or a horde of 4chan white supremacists.
A hoard is a hidden store of valuables.
"Horde power" could be a synonym for mob rule, for instance.
