This seems like another convenient way for the federal government to be able to transfer taxpayer money overseas without much oversight at all.
This is of course on top of the absurdity that U.S. taxpayer money could be handed out to a foreigner regardless.

Playing the lottery is a significant net loss on average, so if it were honest it should on average be money coming into the United states.
So I don't think that would be a problem, but the risk you mentioned of it being rigged and used to move money out of the country is still there.
I have no doubt China will find some way to mass game the system.
