This is of course on top of the absurdity that U.S. taxpayer money could be handed out to a foreigner regardless.

Playing the lottery is a significant net loss on average, so if it were honest it should on average be money coming into the United states.

So I don't think that would be a problem, but the risk you mentioned of it being rigged and used to move money out of the country is still there.
