Unfortunately, everyone is stuck playing these retarded games to "de-escalate" things with individuals that are insane, high as kites, or thoroughly uncooperative before even the most miniscule level of force can be applied. Because failure to do so means the cop, property owner, staff, or self-defender ends up being the one facing legal trouble (and social ruin). Activists, faggots, and criminals know this enough to not fear cops when they show up, and they know enough magical spells that allow them to be as uncooperative as possible for as long as possible, all to make these arrests and detainments take for-fucking-ever.
