Windows 8 under Balmer: We have devices that are Microsoft certified(forget what this was called, but they were not the most common, but anything from a Microsoft store had it) to not have shovelware and only have windows and necessary drivers.
Windows 10/11 under Nadella: Even if you carefully only install drivers from .inf's, Windows Update will load any shovelware the manufacturer's say to without question.
