They'll make it make sense through micromanagement. Base rental fee of $50/day or whatever. Return the car, it looks exactly the same as it left, + mileage. In the old world, you'd pay $100 for a 2 day rental.

Oh but what's this? 30 harsh braking events? 9:35 total mm:ss eyes were not looking directly at the road? 37:45 mm:ss spent speeding.

Okay, a 2 day rental @$50/day, with the 30 harsh brake events at $5/event, plus distracted driving time @ $10/minute, plus speeding time at $20/minute (speed is the most recurrent factor across all accidents, after all)... your total comes to

$1,100

Of which, your insurance only covers the base rental fee, so you owe $1,000 for your driving habits that we can now micromanage and charge you for because fuck you.

In a free market, this strategy would go tits up immediately as people would flock (pun not intended) to a less predatory competitor instead.

Unfortunately, not only do we not live in a free market, but the concept of "Charge less to make more" is so alien to modern corporations you'd think it came from Mars.
