Allowing employers that hire illegal aliens to hire them at lower wages than the local populace makes those employers more likely to hire illegal aliens than others, and in greater numbers of perhaps lower quality employees.
It also functions as a implicit approval of the practice of hiring illegal aliens since it gives an advantage to employers who hire invaders over those that do not, eventually driving those that do not out of business.
Hiring illegal aliens for less than a domestic worker also means that the employer knew that they were hiring an illegal alien, and premeditated doing so. A more functional society would respond to this by immediately and publicly hanging the employer and denying his family any of his possessions under attainder of blood.

They are already disallowed from doing that. It is illegal to hire someone in the country illegally. If an employer is willing to break the law to employ illegals, why do you think they wouldn't break the law to pay them less than minimum wage?
