If game development studios were still run by gamers then we'd be getting physical media containing the game, hidden bonus features on the media, and music tracks.
Yeah there's nothing stopping them from using USB carts or the equivalent. Some of the NIntendo's games still come on SD cards -- and USB sticks are even cheaper than that. It's all a ploy to ensure everything you access has some form of digital rights media so they can control what you're using and for how long.
