Oh I believe she IS a fetish character but NOT in the way you think.
Think of it this way, picture wonder woman, she's just below Superman in strength and can deflect bullets with her bracers, is an expert martial artist, has the lasso of truth to force people to reveal the truth to any question she asks them and grew up on an island of female warriors.
So most powerful woman, can dominate her opponents to tell the truth and can physically match all of them plus raised completely away from patriarchal society.
Now take ALL of that, she loses all powers if restrained by a man. I'm not even talking BDSM restraint, you handcuff her or just tie her hands together she CAN'T fight back.
She's a fetish character for domination loss, in that the fetish is a powerful woman being made powerless to a dominant man.
She's been shown to be close enough at times to Superman that when put against each other she often comes close to winning if not outright achieving, because in addition to being strong, she's either an actual diety or made by one meaning she's magic, and was actually trained to fight.
The biggest flaw Superman has is he has no training, in part because he can't train on Earth without either killing/maiming his opponent, so when it comes down to his only card of brute strength he gets bodied by those with actual training, like anyone from Apokolips which is a literal world of war and suffering where children are raised as weapons, or Mongo from Warworld, literally in the name as another world of war, or Eclipso, or any of the bounty hunters and fighters out in space whose job means needing to be able to fight.
When he's on a level playing field Superman loses to even Black Canary not using her powers.
Tbf in the 90s and on Superman has a lot of combat experience fighting people on his level or stronger, and actual combat experience>>>>>training. Plus, he's been depowered multiple times and has received training from Batman and Diana herself, and even without that he's still built like a brick house.
Sadly none of that ever really translated to then fighting smart against later opponents. It was always the usual flying brick vs another flying brick with many buildings being destroyed or punched through. Or if there was DC then hit the reset button again with a Crisis and any tactical knowledge went out the window again.
