This happened in Germany a lot about a decade ago. Small towns getting large numbers of "immigrants" with little to no support at all. No jobs open, no logistics or infrastructure increase.
Not this blatant perhaps. I recall a town of about 5K getting over 1K and the crime rocketed up. The people were told by local government to "cover their children up so as not to antagonize the newcomers" or some such rot. By "cover up" they specifically meant long skirts and long sleeves... and to "avoid the areas where they were housed. Like take an extra 4 block route to walk to school :/
No idea what happened to the town, the Media embargo started not long after.
