Enforcing order on a group of people that the government and its allies brings in is a tacit admission that the policies that caused these people to be brought here have failed, so the government will do anything it can to avoid acknowledging the reality of the situation.
Even if the social credit system was used against these people, their social status is so nonexistent that they are basically immune to the consequences of their actions. They have no desire or interest in participating in Chinese society so they will build a parallel "society" that allows them to ignore societal expectations. Nothing short of brutally beating and torturing these parasites to the brink of death would deter them from causing social disorder, and even then I don't think these parasites would stop.
