There should be mandatory calls at 4 hour intervals on election day, with the 90% one at midnight. Then a few hours' overflow to count the latecomers, with a final figure given at 4AM the following morning. Take the next day to double-check, audit and ratify the results, and if a deviation of more than say, 2% is found, throw the entire county out. That's how every other country does it, more or less. Only in America can you STILL be counting a MONTH after the election.
