The LAPD was and are corrupt as fuck, but resisting arrest or running from the cops should result in an ass beating. Nowadays, there's no downside to fleeing arrest, so tons of dudes just go for it - and harm more people in the process.
I'm reminded of the leftist argument for reducing punishments for child molesters. Their logic is if you give a man the death penalty or life in prison for touching a kid, then he's incentivized to escalate to murder in order to cover up the lesser crime.
Gee, maybe that's why torture used to exist. Maybe our ancestors realized that even death wasn't enough for some evil. Maybe a child molester will chance a death penalty if there's an even greater punishment on the table.

The argument doesn't make much sense because as far as I know, many fewer child molesters get caught compared to murderers.
If the punishment is the same, you'd still rather want a 10% than a 60% chance.
