Yea but they weren't center stage like this. If anything is was the Communist factions that were more prominent in Exodus. They made the remnants of the government out to be literal cannibals and showed the Central Asian slaves out in the desert which was likely a homage to the USSR days.
To be fair, the first game was pozzed like that too. There was an entire stage (probably the lenghiest next to the final stage) where you had to raid and massacre an entire Russian Nazi faction. It's also where you acquired majority of your supplies for later levels.
I read and played the games way back when i wasn't really aware of how bad things are but both games and books didn't like both sides too much. I'd imagine there are finer details that i missed however. And i imagine the commies would just be ethnic russian reds too since ukrs would have issues with ussr but wouldn't name the j.

Communist mentality, so it didn't suprise me. But they were only a small part of the story, the main enemy were the Dark Ones.
