Android is moving in that direction. They're going to start requiring apps to be verified which includes the maker identifying themselves, even if the app originates outside the play store.
If your apk is cutting into Google's revenue, one would imagine identifying yourself just lets them know who to sue. It's not 100% clear how it will work, but it may be the end of apps that do things like provide YouTube Premium features for free.
