It’s never just a “few water bottles”. If you’ve ever been in these kind of areas the ferals will randomly pop in to see if they can steal a bunch of shit. When they can’t take a lot they often just try to grab anything they think they can take without getting chased out. It’s a devolution of crime with no plan, the kid wanted to steal shit, he just didn’t know what he could get away with and having no capacity for risk assessment decided to go all in on water bottles.
So it's kleptomania?
Even if you're intent on stealing for the sake of stealing, at what point does "pull out a gun to try to kill the shop owner" seem like a good idea to you?
