The government literally instructs the parents to say this. They're very good at persuasion in convincing parents this is the best thing for them to do. Sometimes, it's their lawyers who suggest it also because the legal system is taught to say these things to get better results.

I'm guessing it's at least threefold:

Governments telling them to say "what's good for them".
They were always cucks which is why they never taught their children to be suspicious of browns and they're thus more likely to become victims.
The media wouldn't report if the parents criticized their precious 3rd worlders.
