They are, but not to humans. Anything that consumes another organism can be defined as a predator, including herbivores and plants. Even then many "herbivores" are more accurately described as opportunist carnivores. Horses and cattle both will eat small animals like birds and mammals if given the chance. Wouldn't surprise me to see an elephant do the same, especially since the prehensile trunk lets them grab things.
