They're going to be very disappointed to find out that homelessness is not a problem that wants to be solved. For some it's transitory, for some it's a lifestyle, for some it's a trap they have no self-control to get out of, and for some it's a political issue to exploit in the pursuit of power.
With the vast majority of the homeless in cities, if you give them an appartment, they will utterly trash it within a month as it's just their new drug crashing point.
They don't behave well either ( loud noises at all hours, disgusting smells and garbage, screaming, intimidating and violence ).
The often just refuse to go when offered an appartment on taxpayers' dime if the program is supervized to stop them from doing drugs and being loud at night.
TL:DR : You can't help people who agressively refuse help because they don't want to do the bare minimum to better themselves.
