Why did he go to the Finnish embassy instead of the Norwegian embassy?
Might be one of those shared outpost things at the time. not every country has a nz embassy, they'll use the aussie one instead. Or if there's no aussie one, aussies and kiwi's will use british (or canadian) if it's urgent. That kinda thing.

Edit - In another post here they say the guy is half Norwegian, half Finnish.
