Clearly violates the 5th amendment. The only legal ways they can accomplish this is by fining the owners so much for some sort of breach that the owners willingly give up the property. This tactic has been used in cities with abandoned properties before. It could work for extremely rundown properties that violates some sort of made up safety issue.
