Nah, you'd see other third world countries step in to fill the void or the jeets would figure out how to spoof the call origin. It would be a tremendous first step towards solving the issue though so I think we should do it regardless of whether or not it represents a total solution.
Any call originating from outside the US should cost $1 to connect. I'll allow for exceptions from Japan and Korea, and if Western Europe ever gets their act together they can be included as well.
