Head stomping is a legal loophole that allows blacks to attempt murder without being charged for it. Because blacks are the only people who do it, correctly charging the behavior as attempted murder would increase the percentage of black prisoners even further. So in the name of "disparate impact", this uniquely black version of attempted murder is systemically undercharged. It's basically a plausibly deniable license for blacks to "accidentally" kill whites without catching a murder charge.
