The World Fantasy Award became irrelevant in 2015 when they distanced themselves from H.P. Lovecraft. The Hugo award was was a slower process from the late 90s, but was ruined by 2013 when the Sad Puppies campaign started.
Good question. There's been encroachment all the way back to the beginning in Sci-Fi. You just have to look up the history of SFWA to see that. Depending on how charitable you want to be to the X-men and early Marvel, you can see the lionization of the outsider there as proto-leftist as well.
I suppose it depends on how you want to define 'infestation.' Both institutions were colonized by identity politics long before they became so converged they no longer could serve as entertainment for their long-term (male) fans.
