Beefy touched on this already, but it's worth repeating: Jews have already gamed this one out. The Right of Return means that every ethnic Jew is a de facto citizen of Israel. They can activate their Israeli citizenship at any time, no different than any literal sleeper agent. The only way to prevent an Israeli citizen from obtaining political office is to deny all ethnic Jews from running, which would immediately be shot down as antisemitic.

They pull similar shit with mandatory military service. Every natural born Israeli citizen must serve two years in the Israeli Defense Force. This means that every natural born Israeli has necessarily come into close operational contact with Israeli intelligence. You can never rule out the strong possibility that any Israeli is a Mossad agent. And if you discriminate against Israelis on this very rational basis, you will of course be branded antisemitic.

These strategies only work if you have an ethnoatate. Placing sleeper agents in foreign governments is only valuable if the process can guarantee their ethnic allegiance; Israel doesn't benefit from Palestinian Muslims obtaining political office in America. That's why American Jews fight so hard to maintain their ethnostate in Israel while simultaneously attacking any overt "foreign influence" in American government. Randy Fine's proposed bill is a perfect example of the latter. The goal is to deny everyone else the very strategies that strengthen your own tribe.
