Yes, Pakistan has been "less than friendly" for decades, but not openly hostile like Iran. They made bank during the Afghan war, charging "security fees" for all the trucks coming & going. They also get a lot of $$$ military support from America too.
They're an entirely different branch of Islam, eh? Normal Shiites aren't as fanatical as the Imams of Iran are. Although ALL faithful Muslims believe there will be a "Final Prophet" who will indeed unite all of Islam under one banner & take over the entire world? Iran's leaders think it's a great idea to kill millions to bring this about. The body count goes higher? It just makes the Utopia on Earth better! (With themselves in charge, of course)
That area of Pakistan (near Afghanistan & Iran) is pretty lawless. Local warlords or strongmen can control towns & villages with zero government or military oversight. They also have a longstanding tradition of harboring whoever pays them, going back almost to the times of Mohammod himself.
