that's the cat-folk, the Khajits
though in truth they both come from the desert and bear desert culture, the redguards are essentially north africans (because they're also pirates) and the khajits are essentially nomandic merchants/thieves/drug-dealers (essentially gypsies)
sub-sharan niggers are most likely the orcs, though orcs have metallurgy and can cast magic so they're not a 1/1 fantasy version of niggers, since they're more closely assosiated with Mongols than African niggers
like honestly i can't find a single fantasy game that depicts nigger savages as nigger savages, because you know... that'd be racist n shieet
Conan Exiles. The niggers are naked cannibal niggers, that worship an eldritch horror.
Also, there's a drafari camp near a good early game base location on a plateau that's near iron, coal, a river, and the forbidden city.
So if you go thrall taking, you end up with a coterie of black slaves, entirely by accident.
