When animals attack someone, we put them down. Same should go for people that are too legal mumbo jumbo to make good decisions. The fact is, the combination of their brain and body make them a danger to others. They need to be killed to protect everyone else. End of story.

If they don't have the mental capacity to be held liable for their actions, they shouldn't have been in public in the first place, in the same way you wouldn't allow gorillas to wander the streets.
He should be institutionalised for the rest of his life, period, and that's the soft option.

A direct analogy for this is people cannot legally drive a vehicle on public roads unless they have liability insurance.
That or they must have a legal handler who is answerable for their actions.
