The investigators for the murder that started the film's plot were lazy and didn't investigate the murder properly.
The scientists\doctors were convinced people can't get addicted to drugs if they have the right genes. It's a very lazy protocol to operate on the assumption that personal accountability or even basic bio-chemistry has no bearing on life outcomes just because a genetic test suggests an individual shouldn't have issues. I didn't write the scientists should be investigating things though since there's nothing in the movie that they were tasked with. I did write that they were lazy, which I have just established that they're protocols are indeed lazy.
Forgive me, but what specifically were the lazy scientists in Gattaca not investigating?
Are you referring to the fact that Jude Law's Chad paraplegic athlete character smoked & drank after his accident?
