You probably never heard of ICBM's do you? You do not need a bomber to deploy a nuke. An ICBM literally does the entire job with the added benefit of being unstoppable. It goes mach 20-24, can deploy multiple warheads and fake warheads which makes defense against them pretty much impossible. Also Israel pretty much owns US politicians so they can just use the US to do the deployment if needed.
Finally Iran can only slightly damage buildings with their random attacks so damaging anything for real is practically like asking an ant to crush an elephant. You would have more luck asking Russia to do the work for you.

It's not always necessary to obliterate a target to cause considerable impact, and Iran's attacks certainly aren't random. Just look at Qatar and their helium production.
