Why would you assume this game cost 100m to make? It looks like they bought a lot of generic nature/medieval assets from the asset store and then put them together.
1m probably doesn't cover all of the development costs, but lets be realistic, this is not a 100m dollar game. Probably 10m max, and that's assuming it was made in the USA with experienced devs. If we drop the salary by 1/2 to 1/4 for Italy-based devs, and less experience, then that chunk is probably around 25% to 50% of the total budget. Most likely they had other govt funding as well, via some other grants or NGOs.
