Elect one dictator for life with a reversion to the former system on their death.
They need to be sterile with no children; everything goes into their personal legacy.
In return, they are essentially the king and can create, erase, modify, or ignore laws at their convenience, other than the aforesaid deal. The House and Senate become simply administrative arms to impose their will. Members are appointed for life but can be executed at the pleasure of the dictator.
After they die, we bury them in a giant pyramid in Washington along with all members of the House and Senate, then elect new ones from scratch.
Do this every 500 years or so.
