It depends on the reason for the reading level. It could be dyslexia or similar. In that case it is easier for the teacher to sit the kid in the back of the class and just write "B" on every one of her assignments than it is to give her remedial education.
Dyslexia and / or ADHD can be overcome, it just takes lots of hard work and real motivation. If the parents don't care and the kid doesn't care (because they spend all day watching TicTok) then a teacher can't make them learn.
I would bet significant amounts of money that the child's home-life is fucked up.
