Democrats can't really oppose Voter ID at that point because it's obviously true. They end up adopting a conservative-reactionary position, trying to resist change, antithetical to their stances on most else. The Republicans are the true 'progressive' party on Voter ID, having America catch up and join the rest of the world, joining progressive movements like UK Labour in implementing it.

Instead of appealing to the rest of the world, to the Democrats' hypocrisy, etc. the Republicans are totally impotent on Voter ID, allowing the Democrats to put up a sturdy defence - being able to paint Voter ID as 'fascist' (easily countered by appealing to widespread Left-Wing support for it outside of America) and 'racist' (easily countered by appealing to the fact that the only countries that do not have it are mostly White, like Australia and New Zealand - that's right, almost no, or possibly no, non-white country rejects Voter ID requirements).
Late-modernity is so dumbed down that political factions don't even try to out-intellectualize their opponents anymore. We aren't like the ancients. For instance, in ancient China, philosophical debates like the caixing debate were essentially between political factions trying to prove that they were smarter and thus more qualified to govern. Today's politics is base people being duped by base politicians making false promises.
