Kind of, it’s not like the US and western societies for a long time didn’t have militias and militaries capable of forcing a takeover. I see it like the Sowell train hypothesis, Britain gave train technology to the world because they massively profited from their engineers and workers being constantly hired to build, repair and maintain those trains and tracks. However, some countries like Germany, Japan, and America grew their own engineers organically and didn’t have to have foreign engineers for repairs after awhile, on top of that, they innovated the technology to fit their landscape better or in Germany and Americas case just went full speed on mechanical engineering and developed massive innovations on travel in general. Meanwhile many other nations went heavily into debt because they refused to learn the technology or even how to repair the tracks. We’ve yet to see the Hispanic equivalent to those engineers when it comes to a republic, same with Africa, and the majority of Asia.
