I'd go further and place them in a one way mirror vacuum sealed cube with no idea of the time. This cube is put on display at boring parts of town for the public to walk by and see, should they chose. The inhabitant won't know if they are being looked at, or what those who might be looking are doing. But their shame is on display for all to relish in and it could be nobody ever also.
When there is no shadow of a doubt to their guilt, illuminate it for all to see.
