It's like someone I know explained after he came back from a deployment in Afghanistan: All the natives bribe each other and see foreigners as beneath them. It's their culture.

But if we show any in-group preference like they do, then we're bigoted and xenophobic. And if we take a bribe, which is taboo in our culture, we could face serious consequences.
