This is what the US Union did when it faced a secession crisis. Suddenly state autonomy did not matter anymore under threat of war.

And why did the south fire first?
They thought they could pull off a fait accompli secession while also occupying federal forts & supply depots without conflict. When that failed they thought they could crush the Union in one big battle and that didn’t work either.
