Funnily enough, it was the DNA splicing, rampant cannibalism and inter-species breeding brought about by the fallen angels and Nephilim that led to the celestial council deciding the Earth had to be reset (as described in the Book of Enoch).
Originally, the angels wanted to wipe everything out with war, but God hates bloodshed (and it requires a lot to push Him to decide to wipe out a group via war), so He chose a flood instead.
