Actual bioweapons require the strictest lab protocols. A leak was inevitable with these rinky-dink little labs without donning / doffing areas, decontamination, airlocks and more.
A virus, however lethal and carefully targeted, would mutate the instant it encountered the real world. Rapid mutation rate is a primary survival strategy of a virus. The virus would start specific and lethal and tend towards being general and mild; in the same way a bowling ball tends to roll down hill.
This is especially true of corona virus like COVID19, which are historically impossible to vaccinate against because they mutate too fast.
Placing the labs in enemy territory insured that the inevitable lab leaks would happen in the USA, and whatever product that was under development would do damage in the USA rather than China.
This was a terror program NOT a WMD program; and it was a crappy one at that. With similar resources I could come up with about eight better ways to bring the USA to its knees.
