Does the US military consider the use of bioweapons to constitute a hot war? And if so, what is the appropriate military response to such an attack? Because I'm pretty sure that's what this is, and it isn't the first time we've discovered this sort of operation on US soil.

Technically, yes. Because they can be considered a WMD. At least that's what my previous military training told me.
However, with the clowns that are in charge of our society at the moment, I wouldn't expect anything to happen besides this being memory-holed.
Also, we still have no idea where Covid came from. China? Or the US? We have to be careful about where we point fingers, lest the same hot war gets declared on the US. Also, 'muh biological WMD's in Iraq meanz we can invadez'.
I once remember reading the USA's policy on WMDs is that if someone uses one against the USA, it will use one against them. Except the only WMDs the USA have are nukes.
So if someone uses a chemical weapon, the response isn't going to be another chemical weapon. It's going to be the sun dropping by to say hello.
